Abstract— Electronic voting in universities requires a careful balance among voter authentication, ballot secrecy, transparency, accessibility, and resistance to manipulation. Conventional campus election platforms generally rely on centralized databases, making election records dependent on a single administrative authority and creating potential risks of unauthorized modification or credential misuse. This study proposes a blockchain-based university e-voting framework that separates institutional identity verification from anonymous ballot submission through cryptographically verifiable digital credentials. The proposed concept employs a permissioned blockchain, university-issued verifiable credentials, decentralized identifiers, single-use voting authorization tokens, cryptographic hashing, and smart-contract-based election rules. Unlike approaches that directly associate blockchain addresses with student identities, the framework verifies voter eligibility before generating an unlinkable election credential that does not disclose personally identifiable academic information during ballot recording. A major research focus is the prevention of duplicate voting while simultaneously avoiding permanent identity–ballot linkage on the distributed ledger.
