Abstract
Cybercrime has grown in Bihar over the past few years fueled by mass high-speed digital adoption and low cybersecurity consciousness. The article analyzes the nature, trends, impacts, and counter-measures of cybercrimes committed in Bihar between 2020 and early 2025. The article provides an overall perspective of the evolving cyber threat landscape in the state based on official data, police reports, and new government policies. Financial fraud, cyberbullying, ransomware, and identity theft are the most significant threats. The research focuses on how weak sections of society—rural consumers, women, and senior citizens—are prey to sophisticated types of cyber exploitation, from phishing to social engineering attacks. The fast-paced growth of the digital economy, with widespread adoption of mobile wallets, UPI platforms, and e-governance portals, has led to users being subjected to targeted manipulations. The evidence-based research highlights regional differences in victimization and police action, mapping the contours of how shortage of resources in peripheral regions impacts investigation timelines and conviction rates. Aside from gap analysis, the paper also includes countermeasures taken by the Bihar government, i.e., AI-based anti-fraud software, cyber police station strengthening, public awareness campaigns such as Cyber Suraksha Abhiyan, and effective utilization of helpline 1930. The effectiveness of financial fund freezing mechanisms is compared with public awareness trends. The paper concludes by providing targeted policy recommendations to create digital resilience through people’s awareness at the grass roots level, institutional training, and people’s vigilance networks—critical to create public trust in the new digital ecosystem.
